PPRA offers a free online EPADS 2.0 training to build procuring agencies’ capacity. It covers user access, supplier & procurement management, asset disposal, and LCBS/QCBS procedures to enhance transparency, efficiency and compliance.

Training Description

The Public Procurement Regulatory Authority (PPRA) is conducting an online training program on the EPADS 2.0 platform, offered free of cost in light of prevailing austerity measures and with the objective of supporting procuring agencies in building their institutional capacity. This training is designed to provide participants with a comprehensive understanding of the EPADS system, its key features, and its role in promoting transparency, efficiency, and accountability in public procurement processes.

The course covers essential components of the EPADS 2.0 platform, including user access management, enabling participants to effectively manage roles, permissions, and account configurations. It also provides detailed guidance on supplier management, including supplier registration, login procedures, dashboard navigation, and submission of procurement requests such as Petty Cash and Requests for Quotations (RFQs). Participants will further gain practical knowledge of procurement planning and activities, including preparation of procurement plans, execution of petty cash transactions, and management of RFQs within the system.

In addition, the training addresses the disposal of assets module, outlining the procedures and workflows for efficient and transparent disposal processes. A significant focus is placed on open competition procurement methods, including both single stage one envelope (Least Cost Based Selection – LCBS) and single stage two envelope (Quality and Cost Based Selection – QCBS) procedures. The course also covers committee management and supplier-side bid submission processes to ensure a holistic understanding of end-to-end procurement workflows.

Overall, the training aims to equip participants with the knowledge and skills required to effectively utilize the EPADS 2.0 platform, thereby strengthening compliance with PPRA regulations and enhancing the overall efficiency and integrity of public procurement systems.

Learning Objectives

By the end of this training, participants will have a comprehensive understanding of the EPADS system, including its key features, objectives, and role in enhancing transparency and efficiency in public procurement. Participants will be able to effectively manage user access by understanding roles, permissions, and account configurations within the system. They will gain practical knowledge of supplier management processes, including supplier login, dashboard navigation, and submission of Petty Cash and Request for Quotations (RFQs). The training will equip participants with the skills to create and manage procurement plans and activities, including handling petty cash transactions and RFQs. Additionally, participants will understand the procedures and workflows involved in the disposal of assets through the system. Finally, participants will develop a clear understanding of open competition procurement procedures, including both single stage one envelope (LCBS) and single stage two envelope (QCBS) methods, along with committee management and supplier-side bid submission processes.

Eligibility Criteria

This training is exclusively for officers of BS-17 and above.

Prerequisites

Candidates must be computer literate and well-versed in using Zoom for online meetings.
