PPRA offers the Master Trainer Program on e-PADS 2.0 (Level-I) to enhance procurement professionals' skills in managing end-to-end procurement under the PPRA Regulatory Framework, ensuring compliance, improving efficiency and promoting transparency.

Training Description

The Masters Training Program on e-PADS 2.0 (Level-I) is designed to enhance the competencies of procurement professionals in utilizing advanced functionalities of e-PADS for managing end-to-end procurement processes in accordance with the PPRA Regulatory Framework. The training aims to strengthen participants' ability to independently manage complex procurement activities, ensure regulatory compliance, improve procurement efficiency and promote transparency through effective use of the electronic procurement system.


Learning Objectives

By the end of the training, participants will be able to:

  1. Apply e-PADS functionalities for managing the complete procurement lifecycle.
  2. Conduct procurement planning and tender management through e-PADS in compliance with PPRA Rules and Regulations.
  3. Manage procurement methods, including multi-stage procurements and framework agreements (where applicable).
  4. Perform electronic bid opening, evaluation, clarifications and award processes.
  5. Generate and analyse procurement reports and dashboards for monitoring and decision-making.
  6. Utilize audit trails and system controls to strengthen procurement governance and accountability.
  7. Resolve common operational and technical issues encountered during procurement processing.
  8. Apply best practices in electronic procurement to improve transparency, competition and value for money.
  9. Serve as e-PADS focal persons or master trainers within their organizations.


Eligibility Criteria

BPS-17 and above or equivalent officers involved in procurement management and decision-making.

Prerequisites

Participants should:

  1. Have successfully completed e-PADS Users training (Basic/User Training) or possess equivalent practical experience in e-PADS
  2. Have understanding of the PPRA Regulatory Framework including procurement methods and procedures.
  3. Be familiar with basic procurement concepts, terminology and documentation.
  4. Possess basic computer literacy and proficiency in using web-based applications.

User/committee accounts creation

Annual Procurement Plan Creation

DAY 2: BID MANAGEMENT AND EVALUATION WORKFLOW (GOODS & CONSULTANCY)

Module 2: Tender Creation Workflow

Initiating Tender activity of Goods: Single stage one Envelop

•Preparation of SBD

•Evaluation and reports preparation workflow


Initiating Tender activity of Consultancy Services: Single stage two Envelop (QCBS)

•Preparation of SBD of SSTE – QCBS

•Evaluation and reports preparation workflow

Hands-on Exercise
